Vancouver's document layer is administrative rather than notice-driven. Under VMC chapter 5.08, owners and operators of residential rental property must hold a city business license under chapter 5.04 and, in addition, a rental registration license: $30.00 per rental unit per calendar year, payable in advance to the city by January 1st.
The registration applies to units inside the city limits — a distinction that matters here more than in most metros, because much of what reads as "Vancouver" (Salmon Creek, Hazel Dell, large parts of Orchards) is unincorporated Clark County and outside the program entirely.
What to register, and what not to
Check the parcel's jurisdiction before paying or skipping the fee — the city registration follows city limits, not mailing addresses. The chapter also carries posting and tenant-information provisions, and VMC 8.45 adds a source-of-income protection chapter that screening criteria for Vancouver rentals must respect.
Everything else is the state baseline
Vancouver does not add its own rent-increase notice period, so the Washington rules govern: the 2026 cap of 9.683% on covered tenancies, 90 days' written notice, and the first-year prohibition — all on the state rent increase page, with the full document set in the Washington library.
