California tightened the rules in 2025: under AB 2801 a deduction has to be backed by photographs. Move-out photos are required on every tenancy from April 1, 2025 — taken before any cleaning or repairs, and again once the work is done — and move-in photos on tenancies starting July 1, 2025 or later. We evaluate credit, verifiable income, rental history, and the other criteria disclosed for the property. Every applicant is held to the same standard: a credit score of at least 625, good to excellent rental history, verifiable gross household income of three times the monthly rent, no evictions, and any bankruptcy discharged at least two years ago.

The state ceiling is not the number that governs a Santa Cruz owner in practice. A city ordinance puts a price on any increase above 5%, and it applies to every private rental in the city.

The Large Rent Increase Ordinance treats anything above 5% in one year — or more than 7% compounded across two consecutive years — as a "large rent increase". If the tenant cannot afford it and moves out, you owe relocation assistance of two months' rent at the old rate. The tenant has 60 days from the effective date to claim it, and payment is due before they vacate. The city is explicit that this is not rent control and so is not limited by Costa-Hawkins: it does not stop an increase, it prices one. It carries no just-cause protections, and the payment sits on top of the deposit refund rather than coming out of it.

The statewide Tenant Protection Act caps a 12-month increase at 5% plus the change in your region's CPI, or 10%, whichever is lower.
