Security Cameras: Are They Important at Rental Properties? (2026 Guide)

Security cameras can help document an incident at a rental property, but they need a defined purpose and a responsible operator. Start with the problem you are trying to address, such as repeated damage at a shared entrance. Then assess placement, privacy, recording access, retention and who will act on a report. A camera does not replace working locks, lighting, repairs or an emergency response plan.

Decide whether a camera fits the problem

Are security cameras important at rental properties? This is a good question to ask. The answer depends on what evidence is needed and whether it can be captured without intruding on private life. A camera might document an event at a shared package area, but it will not repair the latch that allowed unauthorized access.

Write a purpose statement before choosing equipment: “Document reported damage at the shared vehicle entrance.” Avoid a broad purpose such as keeping residents under observation. Do not use routine monitoring to count visitors or track residents’ daily movements. Consider whether better lighting, a door repair or a delivery procedure addresses the problem more directly.

Evaluate exterior and common-area views individually

Exterior and shared areas are possible locations to assess, not a list of places where landlords always have permission to record. A “backyard” may be a private yard leased to one resident. A corridor camera can look into a home when its door opens. Check the actual field of view and occupancy arrangements rather than relying on the area’s label.

Candidate view Limit to evaluate before installation
Shared building entrance Document the entrance without filming through unit doors or windows.
Common parking or vehicle gate Frame the relevant shared space rather than neighboring homes or private patios.
Shared package area Assess what resident and delivery information appears on parcels.
Unit interiors, bathrooms, changing spaces or private leased outdoor areas Exclude these from the landlord-operated camera plan.

Have the installer demonstrate the live and recorded view in daylight and darkness. Reposition the camera if it captures private activity. Where a product offers privacy masking, confirm with its documentation and test that the excluded area is absent from recordings, not merely from an alert setting. If a suitable limited view cannot be achieved, leave that location out.

Review privacy law: California example

California Civil Code section 1708.8 creates liability for specified physical and constructive invasions of privacy when capturing private, personal or familial activity. Its definitions include residential activity under circumstances involving a reasonable expectation of privacy. The section’s conditions matter; it is neither a complete camera-law checklist nor permission to record everything outside a unit.

Keep audio recording disabled in this plan. California Penal Code section 632 addresses intentionally eavesdropping on or recording confidential communications without all-party consent, with defined scope and exceptions. An outdoor location or a recording sign does not settle whether a conversation is confidential or provide all needed consent. This article does not recommend recording conversations.

Before operation, have qualified local counsel review the actual placement, lease terms, notices and applicable privacy requirements. Outside California, review that jurisdiction separately. These California examples do not establish universal placement permission.

Tell residents what the system does

Use a plain-language camera policy and appropriate notices reviewed for the property. Explain the purpose, locations, whether recording is continuous or event-based, that audio is disabled, who can access footage, the retention approach and where residents can raise a concern. Notice is part of transparency; it does not cure intrusive placement.

Say clearly whether someone monitors live video. Do not imply continuous staffing or automatic emergency dispatch unless that arrangement is actually established. Give residents the real emergency contact process. Avoid public livestreams and do not give all residents access to everyone else’s movements.

Protect access to recordings

The FTC’s camera-security guide recommends researching encryption, replacing default or reused passwords, keeping software updated and using two-factor authentication for cloud accounts where available. It also describes differing permission levels for administrators and viewers. Choose a system that allows the property to restrict access appropriately.

Use named accounts for authorized staff, remove access when roles change and distinguish viewing from administration or exporting. Keep access secrets in a dedicated secure password manager, not general maintenance notes. Follow the manufacturer’s network instructions; do not expose camera feeds through improvised public access. Include vendor access and software support in the equipment review.

Set retention and accountability before recording

Document how long routine footage is kept, why that period is needed and how deletion works. There is no universal retention period supplied by the California provisions cited here. Review legal obligations and actual system settings before choosing one. Confirm that cloud copies and exported files are included in the policy.

For a reported incident, assign one responsible person to locate and preserve the relevant recording. Log the date, camera, incident window, reason for access, export and recipient. Keep the original intact and record any disclosure decision. Do not post clips of identifiable residents online or circulate them casually among staff.

Review footage requests through the designated process, including legal requests and preservation obligations. Periodically check camera aim, clock accuracy, permissions, deletion settings and whether audio remains off. Report a failed camera honestly. If the purpose no longer exists or privacy concerns cannot be resolved, reconsider continued recording.

Frequently asked questions

Can a landlord install a camera anywhere outdoors?

No blanket permission applies. Evaluate the actual view, private leased spaces, neighboring homes, lease terms and local law. Exterior placement does not remove privacy concerns.

How long should a rental property keep camera footage?

Choose and document a justified retention period after reviewing applicable obligations and system settings. Routine footage should follow that policy, while relevant incident footage may need separate preservation.
