Rent increase rules Los Angeles has layered rules. Older City of Los Angeles units built on or before Oct 1, 1978 fall under the Rent Stabilization Ordinance (RSO), currently 3% through June 30, 2027 — a new formula took effect July 1, 2026, tying increases to 90% of CPI with a 1% floor and a 4% ceiling, and utility add-ons ended in February 2026. Most other units follow California's AB 1482, capped at 8.7% from August 1, 2026 through July 31, 2027 (5% plus regional CPI, 10% maximum). Unincorporated LA County is stricter still (recently about 1.93%).
Security deposit rules California tightened the rules in 2025: under AB 2801 a deduction has to be backed by photographs. Move-out photos are required on every tenancy from April 1, 2025 — taken before any cleaning or repairs, and again once the work is done — and move-in photos on tenancies starting July 1, 2025 or later. Those photos go to the resident with the itemized statement, so we document condition at both ends of every tenancy we manage. More on how deposit refunds work.

Santa Monica sets its own rent ceiling: the Rent Control Board put the 2026 General Adjustment at 2.6% with a $70 monthly cap on units at $2,674 and above, which is neither the City of Los Angeles number nor the state one. Just south, Venice was founded in 1905 as a seaside resort and is still known for its historic canals and the two-and-a-half-mile Ocean Front Walk, while Culver City anchors a bustling film, television, and radio industry that is home to Sony Pictures and the NFL Network Studio, alongside the green spaces and upscale dining the Westside is known for.

Rent increase limits across Los Angeles County

Which ceiling applies to your building depends on where it sits and when it was built — not on one countywide number. These are the current published limits.

2.6% Santa Monica Effective September 1, 2026

The Board capped the increase at $70 a month. That ceiling applies to every unit with a Maximum Allowable Rent of $2,674 or more, so above roughly $2,700 the dollar cap bites before the percentage does. A unit is only eligible if the tenancy began before September 1, 2025, it is registered, notice complies with state law, there are no uncorrected health or safety citations, and all registration fees and penalties were paid in full by August 3, 2026.

3% City of Los Angeles (RSO) Published for July 1, 2025 – June 30, 2026

Applies to units covered by the City Rent Stabilization Ordinance. Since February 2, 2026 a landlord can no longer add any extra percentage for utilities on top. As of this writing the City has not published a figure for the 2026–27 RSO year, so confirm the current rate with the Housing Department before serving notice.

1.919% Unincorporated LA County (RSTPO) July 1, 2026 – June 30, 2027

The lowest ceiling in the county, and the one owners most often miss, because an unincorporated pocket can share a mailing address with a city that has none of these rules. A qualifying small property landlord may go to 2.919% and a luxury unit to 3.919%. The formula is 60% of the change in CPI, capped at 3%.

8.7% State law (AB 1482), LA metro Effective August 1, 2026

The statewide Tenant Protection Act formula is 5% plus local CPI, or 10%, whichever is lower — which works out to 8.7% for the Los Angeles metro area this year. This is the backstop for buildings no local ordinance covers. It is not a number a Santa Monica or City of LA owner can use.
