Pacific Continental Realty publishes its fee model, a flat percentage of rent received, but not the percentage. Hammer asks owners to request a proposal. This guide keeps those different levels of detail separate rather than filling a gap with an estimate.

Bellingham Rules Owners Need to Plan Around
120-day notice
Bellingham requires advance notice before a residential rent increase, longer than the state baseline.
Rental registration

Rent increases need city-level timing
Washington requires at least 90 days' prior written notice for most rent increases under RCW 59.18.140. Bellingham adds a longer 120-day requirement for residential increases. The City's housing-laws page links the current local rules, including BMC 6.12 and BMC 6.14. Do not rely on an old city FAQ or a manager's summary when planning a live notice.
Registration and inspection are standing obligations
The City says almost all residential rentals in city limits must be registered, licensed annually, and safety-inspected on its program cycle; exemptions apply. Check the current registration guidance and the property's status before marketing or renewing a lease.
Keep deposit records from the start
When a deposit is collected, RCW 59.18.260 requires a written, signed condition checklist before any part of that deposit may be withheld. RCW 59.18.280 sets the state deadline for the accounting and any refund after the tenancy ends and the tenant vacates.

The public schedules use different structures: Patos has a monthly floor plus a percentage, RPM Teyata charges a percentage with separate leasing and renewal fees, and PURE publishes a percentage plus a placement fee. Utopia publishes a typical 8% to 10% management range. Pacific Continental Realty publishes a flat-percentage model without the percentage itself, while Hammer requires a proposal.
That difference is exactly why owners should compare proposals over a full year. Ask whether a leasing charge applies to an occupied transfer, whether renewal is a percentage or flat amount, and whether maintenance coordination, inspections, onboarding, and reserves are separate. A low monthly number can still be the higher annual cost if the other lines are not visible.
