We have all heard the stories; you know the ones, the horror stories of the seemingly wonderful tenants in the beginning that turn out to be the cause of severe property damage or even lack of payments being received. Managing a Bend rental is definitely not a one-man task. Because of this many property owners have discovered that hiring a property management company may be the answer to the countless problems that can arise with renting out a home.

So there comes a time when you, the owner, have to pinpoint all the qualities you wish to find in a property management company. Because finding a reputable property management company is key to your property’s success. The company you choose will steward one of your most valuable assets on your behalf. We manage property in Bend ourselves, and we are here to help you understand the strengths of each company on this list (Utopia included — we put ourselves at number one, and we will tell you why).

The Local Rules

Why Hiring a Manager in Bend Is Different

It only takes one lawsuit to ruin your year. Yet owning rental property in Bend can still be one of the most fulfilling experiences you can have while reaching your financial goals. A good Bend manager is constantly aware of the legal pitfalls that must be avoided in order to make sure that you are protected. From the statewide rent cap under SB 608 (as amended by SB 611) to Bend’s short-term-rental licensing rules to the just-cause termination requirements that follow, their primary concern every day is to safely navigate through these potentially dangerous areas.

Rent increases are the tightest area here. Careful attention must be paid to the timing and paperwork of every increase, because the 2026 cap is 9.5% statewide under SB 611’s variable formula — the lesser of 10% or 7% plus CPI — no increase at all is allowed during the first year of a tenancy, and buildings less than fifteen years old are exempt from the cap entirely. If you are planning to raise the rent or end a tenancy next year, the notice has to be right the first time.

The high desert climate adds work of its own. From freeze-thaw cycles and snow load to sun-baked siding and dry summers, Bend’s weather keeps a maintenance team busy here, and small problems become expensive problems when nobody is watching for them.

How Fast Do Homes Rent Here?

On average, when using an experienced property management company, it takes approximately ten weeks to have your place rented in today’s market. Without a management company, there is no telling. For a property owner, nothing is more expensive than maintaining a property that sits empty. One-bedrooms in Bend currently rent for approximately $1,650 per month, with the citywide average closer to $1,900, so every month of vacancy costs you well over fifteen hundred dollars. A vacant property equals no incoming rent, and with Bend vacancy sitting near 11% after a wave of new supply, the applicant pool is thinner and pricing has to be right to move a home. Rents here have cooled from their pandemic-era peak.

Before You Choose

What to Look For in a Bend Property Manager

01

Track Record & Reviews

Research a company online — its website, social media, and the Better Business Bureau — and favor time-tested experience over a firm that started only a year or two ago.

02

Local & Legal Fluency

Every state has unique requirements for landlords, so make sure a manager can speak fluently to Oregon’s rules — SB 608 rent control, just-cause termination, and Bend’s short-term-rental licensing.

03

All-In Pricing

Understand which fees are included and excluded in the agreement — management, setup, leasing, renewal, and markup — so you can compare companies on an apples-to-apples basis.

04

Maintenance Model

Once a property is rented the real work starts, so ask whether repairs run through in-house technicians or outside vendors, and how after-hours emergencies are handled.

05

Communication & Reporting

Most owners feel better knowing someone is on the job and ready to answer questions quickly, so look for an owner portal, regular financial reporting, and a real person on the phone.

In addition to being one of the West Coast’s largest property management companies, with more than thirty years in the field and 27 offices across five states, our property managers have the combined experience to handle your concerns. Utopia has been at this since 1994 and manages roughly 9,000 properties, with the Bend office at 846 NW Colorado Ave. Monthly management fees typically range from 8-10% of collected rent, and leasing fees are waived on properties under full management.

Utopia is committed to quick and quality customer service. With a full-time, in-house maintenance team and round-the-clock 24/7/365 call monitors, you won’t be left wondering when or if someone will be reaching out to assist you. Utopia is a full-service management company offering renter’s insurance at a competitive rate, grounds and property care, and an easy-to-navigate tenant portal. 2. Real Property Management Ignite

Est. 202310% feeCentral Oregon

First and foremost, Real Property Management Ignite is knowledgeable of the local market. The firm is the Bend office of a national franchise, opened in late 2023 by Ryan Fred and Brian Smith, and manages single-family homes, condos, and small multifamily across Central Oregon. Ignite charges 10% of each month’s rent, a leasing fee of 50% of one month’s rent, a flat $250 renewal, and a $200 setup, with maintenance coordination running about 15% — or an All-Inclusive plan around 15% of rent that folds the lease-up, renewal, and setup fees in. The company also stands behind Neighborly’s “Done Right” Promise, a 60-day satisfaction window that lets an owner terminate without penalty. Spend some time researching whether a company has friendly staff and good relationships with their current owners and tenants; Ignite’s franchise model leans toward standardized systems rather than a small local shop.

3. Legacy Property Management

8% feeInvestor-runLong-term only

Legacy Property Management opened its doors in Bend in January 2025, run by two local investors with seven-plus years of rental experience of their own. Some firms adjust their percentage depending on the number of properties or services included; Legacy keeps it straightforward with an 8% management rate and a leasing fee of half a month’s rent, covering long-term rentals across Bend, Redmond, and Sisters — no short-term rentals. Similar to any other business, not all managers are good managers — but an investor- and ROI-focused approach says a great deal about how a company treats its owners. Keep in mind that the firm itself is young, so its strong early reviews come from a small base.

4. Ridgeline Property Management

Owner-foundedCustom pricing21-day guarantee

As a rental property owner, you want a manager who thinks like one — and thinking like an owner is precisely what Ridgeline Property Management has built its reputation on. The firm is locally owned, founded by a landlord who has been investing since 2010 and still owns rentals himself, and charges custom pricing rather than a fixed percentage, with no markup on vendor invoices. When the manager has skin in the game the incentives line up, so it is very much to your benefit that Ridgeline structures its service the way it does, right down to a 21-Day Leasing Guarantee that waives the leasing fee if the home is not rented in time. Keep in mind that its pricing is quoted per property rather than published, so ask for the numbers up front.

5. A Superior Property Management

Since 200710% fee~700 doors

A Superior Property Management Company has been serving Central Oregon since the fall of 2007 and manages roughly 700 doors across Bend, Redmond, and Sisters with a small team of licensed Oregon property managers. Don’t want to deal with the day-to-day yourself? Superior publishes its numbers — 10% of monthly rent, a placement fee of 25% of one month up front, and no added fees on top of vendor bills. Percentage fees usually run 8-10% of every month’s rent at other firms, so Superior sits at the familiar top of that range with the leasing side kept modest. Keep in mind that renewal and setup fees are not listed, so ask for those two numbers before you sign.

6. Lava Ridge Property Management

Since 20094.7★ (254)Itemized terms

Lava Ridge Property Management is an established manager that has served the Bend area since 2009 under owner Lynette Remund, who brings more than twenty-five years in the business. A firm that publishes its terms down to the trip charge could mean a company is confident in its service. It could also simply be a strategy to beat the competition — and in Lava Ridge’s case the site spells out a 10% markup on outside-vendor bills, a $65 minimum in-house service call, and an eviction filing cost around $300 before you ever pick up the phone. Keep in mind that the standard contract runs twenty-four months, with early cancellation costing three months of management fees, so read the term before signing.

7. High Desert Property Management

High Desert Property Management is one of the largest firms in the Redmond area — its owners started as Free Property Management in 2011 and bought the High Desert brand in 2015 — and manages homes, townhomes, duplexes, and apartments across Central Oregon. A management company with the scale to fill units quickly is one that can protect your income, and High Desert’s volume across the region is built to keep vacancies short. The team will market the unit, screen applicants carefully, determine the right rent, and handle the day-to-day so you don’t have to, with no markup added to vendor invoices. 8. Mountain View Property Management

Mountain View Property Management is a locally owned and operated organization founded in 2015 by Julie and Chad Davison — landlords themselves since 2004 — with a particular emphasis on membership in the Oregon Rental Housing Association and the Central Oregon Rental Owners Association. From Bend to the surrounding communities, each managed home gets professional marketing, showings, and screening rolled into full-service management. If you want a manager who is plugged into Oregon’s rental-owner community, this is the most locally networked company on the list. Keep in mind that it is a smaller operation — about 237 units by third-party count — though its 4.5-star Google record is among the best of the mid-list firms here.

North Star Property Management serves Bend owners from its Galveston Avenue office as the Central Oregon arm of a firm that also works Portland, with roughly $250 million in real estate under management. An ongoing proactive program to keep a property maintained is central to protecting an investment, and steady, experience-led service is the heart of how North Star operates across homes and condos, including the luxury end of the market. For an owner who wants published numbers, the fee sheet is complete: 8% of monthly rental income plus one point for HOA properties, placement at 75% of a month’s rent, a $250 renewal, and a $500 setup with a $1,000 home-preparation deposit credited back. Keep in mind that in-house maintenance bills at $125 for the first hour, so small jobs carry real cost.

Know the Rules

Oregon and Bend Rules Every Landlord Should Know

SB 608 Rent Cap

Statewide increases are capped at 9.5% for 2026, with newer buildings exempt.

Short-Term Rental Rules

Bend requires an operating license and a 500-foot separation between whole-house (Type II) rentals.

31-Day Deposit Return

Deposits and itemized deductions must be returned within 31 days.

During the hopefully pleasant and profitable period of renting out your Bend home, one needs to bear in mind that Oregon keeps adding new rules, and the ones below come up on real properties every single week.

The Statewide Rent Cap Runs on SB 608 (as Amended by SB 611)

Oregon’s Senate Bill 608, as amended by SB 611, limits annual rent increases to 7% plus regional inflation, capped at 10%. For 2026 the ceiling is 9.5% statewide, under SB 611’s variable formula — the lesser of 10% or 7% plus CPI. No increase at all is allowed during the first year of a tenancy, and the date that governs is the effective date of the increase, not the day the notice goes out. Buildings that received their certificate of occupancy less than fifteen years ago are exempt from the cap, but the exemption depends on serving the proper written notice.

Short-Term Rentals Are Tightly Licensed

This is where Bend differs most from the rest of Oregon. Inside the city, operating a short-term or vacation rental requires a Type I or Type II operating license, and no new whole-house (Type II) rental may sit within 500 feet of another — the separation rule that has effectively frozen new Type II licenses in many neighborhoods. Renting a room within an owner-occupied home (Type I) is not subject to that separation rule. Rentals also collect a 10.4% room tax. Step outside the city into unincorporated Deschutes County and the rules loosen: there is currently no short-term-rental licensing program at all, since the COVID-era ban has since lifted, though the county commissioners are considering adding one. Either way, confirm the rules for your exact parcel before counting on nightly income.

Deposits and the 31-Day Clock

Oregon gives a landlord 31 days after the tenant delivers possession — that is, when the keys are turned in — to return the security deposit or provide an itemized statement of deductions. Wrongful withholding can expose an owner to twice the amount improperly kept, and every deduction beyond normal wear and tear needs receipts or estimates behind it.

What Fees Should You Expect?

What kind of fees should you expect? The most common and broadest fees are the property management fee, a setup fee, and an optional leasing fee. Monthly management fees in Bend typically range from 8-10% of collected rent on a property. Make sure you understand the potential fees included and excluded from your property management agreement. Once you review those details, make an apples-to-apples comparison between property management companies. Lower fees sound great until you find yourself spending a fortune on additional services that were not included in their baseline pricing.

Be wary of pricing that seems too good to be true. All fee agreements are negotiable. Before diving in, try negotiating the most affordable rate possible from the company that is number one on your list.

“Lower fees sound great until you find yourself spending a fortune on additional services that were not included in their baseline pricing.”

Rental homes in Bend

A Few Tips From the Field

Just about every homeowner has heard some kind of horror story from a friend, neighbor, or family member about a renter and pet situation that went awry. As soon as they hear that an applicant has a pet, the mind can tend to conjure up images of destroyed yards, urine soaked carpets, and smells that will linger for years. Not saying these kinds of things do not happen, but this occurrence is not the norm. Many renters in Bend are seeking pet friendly rental residences, and if you want to rent your home quickly, you need to appeal to the largest market share that you can. At Utopia Management we ask for an additional pet deposit and rent from our tenants with pets. There are plenty of ways to safeguard your home and investment, and less vacancy means more money in your pocket.

For an owner, vacant time is lost rent. One of the best ways to ensure the least amount of time between the lull of having your rental property vacant and rented again is to start advertising as soon as you get a notice from your tenant. Getting a jump on letting the world know your home is going to be available in the coming month will give you extra time to find a new occupant. Do not have the time to begin the advertising process? This would be a good time to start seeking a property management company to get the process started for you.

A Few Questions Before You Sign

While choosing an affordable property management team is important, the last thing you want to do is choose a property manager based solely on the lowest price. From marketing the property effectively to collecting and maintaining payment records ethically, it is important to do your homework to avoid the risk of hiring the wrong company to oversee one of your most valuable assets. Ask how they handle SB 608 and Oregon’s just-cause termination rules. Ask whether maintenance is in-house or subcontracted. Having to make this difficult decision can be very confusing; however, after keeping these important tips in mind, choose the property management company that at the end of the day you would be happy to work with.

Common Questions

Frequently Asked Questions

How much do property managers charge in Bend?+
Typically 8–10% of collected monthly rent, plus separate placement, renewal, and setup fees. Always compare the all-in cost, not just the headline percentage — our guide to property management costs in Bend breaks the fees down line by line.
Do you need a license to manage property in Oregon?+
Yes. Property management is a licensed real estate activity in Oregon, so a manager must hold a property manager license or work under a licensed principal broker.
How can I check a Bend property manager’s license and reviews?+
Start with the Oregon Real Estate Agency, whose online licensee search shows whether a company’s property manager or principal broker license is active and in good standing. From there, read the firm’s Google, Yelp, and Better Business Bureau pages — and look less at the star average than at how many reviews there are and how the company answers the unhappy ones.
How much can I raise the rent in 2026?+
Under SB 608, as amended by SB 611, the statewide cap is 9.5% for 2026 — the lesser of 10% or 7% plus regional CPI — and no increase at all is allowed during the first year of a tenancy.
Can I run my Bend property as a short-term or vacation rental?+
Inside Bend you need a Type I or Type II operating license. Whole-house (Type II) rentals also face a 500-foot separation rule from other Type II rentals, which has made new licenses hard to get in many neighborhoods, while renting a room in a home (Type I) is not subject to that rule. Unincorporated Deschutes County currently has no licensing program — the COVID-era ban has lifted, though the county is weighing whether to add one — so check your exact parcel first.
How long do I have to return a security deposit?+
31 days from delivery of possession (when the tenant returns the keys) in Oregon, with an itemized statement and receipts for any deduction beyond normal wear and tear.
How much can I collect as a deposit?+
Oregon does not set a statutory cap on security deposits, but the amount must be reasonable and stated in the lease, and it must be returned within 31 days of move-out.
What is the maximum tenant screening fee?+
Oregon lets a landlord charge an applicant only the actual cost of the screening, and the fee must be refunded if the unit is filled before the background check is run.
What do NARPM and IREM mean, and should my manager belong?+
NARPM is the National Association of Residential Property Managers and IREM is the Institute of Real Estate Management; the first leans residential and the second toward larger or commercial portfolios. Neither membership is required by law, but it tends to signal a manager who keeps up with continuing education and a written code of ethics, which is a fair thing to ask about before you sign.
Is hiring a property manager worth it?+
For most owners, yes. A good manager leases faster, keeps you compliant with rules that change yearly, and turns day-to-day management into a passive investment.
