It only takes one lawsuit to ruin your year. Yet owning rental property in Bend can still be one of the most fulfilling experiences you can have while reaching your financial goals. A good Bend manager is constantly aware of the legal pitfalls that must be avoided in order to make sure that you are protected. From the statewide rent cap under SB 608 (as amended by SB 611) to Bend’s short-term-rental licensing rules to the just-cause termination requirements that follow, their primary concern every day is to safely navigate through these potentially dangerous areas.
Rent increases are the tightest area here. Careful attention must be paid to the timing and paperwork of every increase, because the 2026 cap is 9.5% statewide under SB 611’s variable formula — the lesser of 10% or 7% plus CPI — no increase at all is allowed during the first year of a tenancy, and buildings less than fifteen years old are exempt from the cap entirely. If you are planning to raise the rent or end a tenancy next year, the notice has to be right the first time.
The high desert climate adds work of its own. From freeze-thaw cycles and snow load to sun-baked siding and dry summers, Bend’s weather keeps a maintenance team busy here, and small problems become expensive problems when nobody is watching for them.

Oregon and Bend Rules Every Landlord Should Know
SB 608 Rent Cap
Statewide increases are capped at 9.5% for 2026, with newer buildings exempt.
Short-Term Rental Rules
Bend requires an operating license and a 500-foot separation between whole-house (Type II) rentals.
31-Day Deposit Return
Deposits and itemized deductions must be returned within 31 days.
During the hopefully pleasant and profitable period of renting out your Bend home, one needs to bear in mind that Oregon keeps adding new rules, and the ones below come up on real properties every single week.
The Statewide Rent Cap Runs on SB 608 (as Amended by SB 611)
Oregon’s Senate Bill 608, as amended by SB 611, limits annual rent increases to 7% plus regional inflation, capped at 10%. For 2026 the ceiling is 9.5% statewide, under SB 611’s variable formula — the lesser of 10% or 7% plus CPI. No increase at all is allowed during the first year of a tenancy, and the date that governs is the effective date of the increase, not the day the notice goes out. Buildings that received their certificate of occupancy less than fifteen years ago are exempt from the cap, but the exemption depends on serving the proper written notice.
Short-Term Rentals Are Tightly Licensed
This is where Bend differs most from the rest of Oregon. Inside the city, operating a short-term or vacation rental requires a Type I or Type II operating license, and no new whole-house (Type II) rental may sit within 500 feet of another — the separation rule that has effectively frozen new Type II licenses in many neighborhoods. Renting a room within an owner-occupied home (Type I) is not subject to that separation rule. Rentals also collect a 10.4% room tax. Step outside the city into unincorporated Deschutes County and the rules loosen: there is currently no short-term-rental licensing program at all, since the COVID-era ban has since lifted, though the county commissioners are considering adding one. Either way, confirm the rules for your exact parcel before counting on nightly income.
Deposits and the 31-Day Clock
Oregon gives a landlord 31 days after the tenant delivers possession — that is, when the keys are turned in — to return the security deposit or provide an itemized statement of deductions. Wrongful withholding can expose an owner to twice the amount improperly kept, and every deduction beyond normal wear and tear needs receipts or estimates behind it.

What kind of fees should you expect? The most common and broadest fees are the property management fee, a setup fee, and an optional leasing fee. Monthly management fees in Bend typically range from 8-10% of collected rent on a property. Make sure you understand the potential fees included and excluded from your property management agreement. Once you review those details, make an apples-to-apples comparison between property management companies. Lower fees sound great until you find yourself spending a fortune on additional services that were not included in their baseline pricing.
Be wary of pricing that seems too good to be true. All fee agreements are negotiable. Before diving in, try negotiating the most affordable rate possible from the company that is number one on your list.

One of the best ways to ensure the least amount of time between the lull of having your rental property vacant and rented again is to start advertising as soon as you get a notice from your tenant.
