Why Hiring a Manager in Portland Is Different
It only takes one lawsuit to ruin your year. Yet owning rental property in Portland can still be one of the most fulfilling experiences you can have while reaching your financial goals. A good Portland manager is constantly aware of the legal pitfalls that must be avoided in order to make sure that you are protected. From the statewide rent cap under SB 608 (as amended by SB 611) to the City of Portland’s FAIR Ordinance to the just-cause rules that follow, their primary concern every day is to safely navigate through these potentially dangerous areas.
Rent increases are the tightest area here. Careful attention must be paid to the timing and paperwork of every increase, because SBs 608 and 611 cap the annual increase at 9.5% statewide in 2026, and inside the city limits Portland’s FAIR Ordinance layers on first-come, first-served screening and relocation assistance that the rest of the state does not require. If you are planning to raise the rent or end a tenancy next year, the notice has to be right the first time.
The weather adds work of its own. From heavy winter rain and damp, gray months to moss-covered roofs and aging gutters, the wet Pacific Northwest climate keeps a maintenance team busy here, and small problems become expensive problems when nobody is watching for them.

2. Bluestone Real Estate Services (formerly Bluestone & Hockley)
First and foremost, Bluestone Real Estate Services is knowledgeable of the local market. The firm — long known as Bluestone & Hockley before its December 2021 merger with Criteria Properties — has been working the Willamette Valley for more than fifty years and manages some of the largest portfolios of apartments, single-family homes, and commercial buildings in the region. Bluestone does not publish its management pricing, leasing fee, or renewal fee, so those numbers come by quote. The company also holds the IREM Accredited Management Organization designation, one of only a handful of firms in the Portland area to earn it, and it traces its roots back to 1972. During the hopefully pleasant and profitable period of renting out your Portland home, one needs to bear in mind that Oregon keeps adding new rules, and the ones below come up on real properties every single week.
The Statewide Rent Cap Runs on SB 608 (as Amended by SB 611)
Oregon’s Senate Bill 608, as amended by SB 611, limits annual rent increases to 7% plus regional inflation, capped at 10%. For 2026 the ceiling is 9.5% statewide, published each September by the state’s Office of Economic Analysis. The date that governs is the day the increase notice is sent, not the effective date of the increase. A building is exempt from the cap only if its first certificate of occupancy was issued less than 15 years before that notice date, and the exemption disappears the moment a building crosses that age.
Inside the City, the FAIR Ordinance Adds Rules
The City of Portland’s FAIR Ordinance is stricter than state law. Landlords must process applications first-come, first-served and disclose their screening criteria up front rather than cherry-picking among applicants, and no-fault terminations — an owner or family move-in, a major renovation, a sale to a buyer who will occupy the home, or a demolition — require relocation assistance ranging from $2,900 for a studio to $4,500 for a three-bedroom or larger. Getting the category or the timing wrong is where owners get into trouble.
Deposits Are Capped and the Clock Is 31 Days
Under the Portland FAIR Ordinance, total move-in deposits are limited to one and a half months’ rent, and the money must sit in a segregated, federally insured account named in the lease. Either way, the deposit or an itemized statement of deductions must be returned within 31 days of move-out, and every deduction beyond normal wear and tear needs receipts or estimates behind it.

What kind of fees should you expect? The most common and broadest fees are the property management fee, a setup fee, and an optional leasing fee. Monthly management fees in Portland typically range from 8-10% of collected rent on a property. Make sure you understand the potential fees included and excluded from your property management agreement. Once you review those details, make an apples-to-apples comparison between property management companies. Lower fees sound great until you find yourself spending a fortune on additional services that were not included in their baseline pricing.
Be wary of pricing that seems too good to be true. All fee agreements are negotiable. Before diving in, try negotiating the most affordable rate possible from the company that is number one on your list.
