Their cards identify what was actually found and what belongs in the written proposal. A missing rate is not a zero fee, and the check is not an exhaustive search of every historical document.

Covered homes have a statewide rent-increase limit
Civil Code section 1947.12 limits increases for covered residential property over a 12-month period to 5% plus the applicable change in the cost of living, or 10%, whichever is lower. The statute also lists exemptions, including certain newer housing and qualifying separately alienable homes with the required written notice. Lassen County is not among the four named metro areas in the statute, so the statutory California CPI-U provision is the relevant fallback where the law applies.
Just cause depends on coverage and tenancy length
Civil Code section 1946.2 generally requires a stated just cause after a covered tenant has continuously and lawfully occupied the property for 12 months, subject to the statute’s exceptions and special timing rule when new adult tenants join. A no-fault termination on a covered tenancy carries notice and relocation-assistance or rent-waiver rules. The current statute, not a summary, should drive a live notice.
Security deposits need documentation and timing
Civil Code section 1950.5 generally limits security to one month’s rent, with a limited small-landlord exception. It requires the remaining deposit and itemized statement within 21 calendar days after move-out.
