A flat monthly price is not automatically cheaper than a percentage, and a percentage is not complete merely because it is published.

Local video tours consistently distinguish established Laguna West and Lakeside from newer construction in Laguna Ridge, Stonelake, and the city’s east and southeast areas. For a landlord, that is a useful reminder that a rent analysis should begin with the actual home, condition, HOA rules, and tenancy rather than a citywide number.
Start every interview with the same summary: property type, expected rent, occupancy, lease end date, HOA requirements, recent repairs, and whether a tenant is already in place. Then ask for the same management, placement, renewal, setup, inspection, maintenance, and cancellation terms. That is the comparison an owner can use.

Start with the statewide rent-increase formula
For a dwelling covered by Civil Code section 1947.12, the limit is 5% plus the applicable change in the cost of living, or 10%, whichever is lower, in a 12-month period. The statute identifies exemptions, including some newer housing and qualifying separately titled homes where the required notice has been given. Confirm coverage before calculating an increase.
Just-cause terminations have a separate test
Civil Code section 1946.2 generally requires just cause after a tenant has continuously and lawfully occupied a covered property for 12 months. It distinguishes at-fault and no-fault causes. For a covered no-fault termination, it requires either relocation assistance or a final-month rent waiver, with notice and timing rules in the statute.
Deposits require a documented close-out
Under Civil Code section 1950.5, most landlords may demand no more than one month's rent as security, while a qualifying small landlord may be able to demand up to two months' rent. The law generally requires an itemized accounting and any remaining security within 21 calendar days after a tenant vacates. It also sets move-in and move-out photograph and supporting-document requirements. Build the record before there is a dispute.

These company figures are not a citywide average. Utopia gives a typical 8% to 10% range. Peak lists flat prices by building type. RNB’s official page, with Elk Grove selected, lists $165 monthly plus 50% first-month Rent-Up with management, or 100% for placement alone. Other prices still require confirmation.
Compare renewal, inspection, setup, reserve, repairs and exit terms with the same property and service scope. An annual inspection on request is not automatically scheduled, and an included coordination service does not pay the vendor invoice.

The lowest visible number is not automatically the lowest annual cost. Choose the manager whose local process, written scope, and price you understand well enough to hold them to.
