What Sacramento Managers Charge in 2026

The Monthly Management Fee

What you see as the headline rate for the management fee is the figure with all else removed. It is the fundamental cost of day to day property operations, covering such matters as bill pay and legal notices, the enforcement of leases, owner statements and rent collection. The percentages we put out there run from a low of 6% up to 9.9 or 10 percent at the high end. But one should not be guided by the number alone; the wording is just as important. Make sure to find out if the fee is based on rent that has been collected or what is simply due. When the home is occupied they are one and the same, but it is worth asking.

One should not put too much stock in the percentages as they are published; being merely the top line, they have their limitations and do not reflect the minimums below. In this market, for instance, the three tiers of the most complete schedule come with monthly minimums of $199, $149 and $99. That means on a unit with a lower rent the effective rate will be higher than what is advertised. It is best to run the minimum against your own figures before taking the headline at face value.

The Tenant Placement (Leasing) Fee

Vacancy is where the most significant income is lost; the property is not producing rent yet one must still meet the obligations of mortgage, insurance and taxes. The placement fee is there to offset that by covering the marketing, photographs, showings and screening necessary to get a good tenant through the door. In Sacramento the norm is to see it put at 40% to 50% of a month’s rent, though Utopia will forgo the charge altogether on any property we have under full management.

Although every owner tries to minimize that one-time charge, a month of vacancy costs you more than the whole difference between a 40% fee and a 50% one, so weigh how quickly and how carefully a company fills a home ahead of what it charges to do it.

Renewal, Setup, and Maintenance Fees

A well drawn up management agreement will leave no room for doubt as to what is covered by the monthly rate and what constitutes an additional charge. One should also insist on having the minor items put in writing, notwithstanding a company’s claim that they are seldom an issue. In particular, there are certain things one would want to see in black and white:

1. Lease renewals — $125 to $299 here, or included outright on a top tier

2. A setup or onboarding fee — published as $0 at one firm, and as $0, $399 or $499 by tier on a tenant-occupied takeover at another

3. Routine inspections — $125 a visit at one company and $55 to $75 by property type at another, often with no stated frequency

4. The markup added to repair invoices — and this is the one to press on, because not a single company in this market publishes a maintenance markup policy

A written schedule can help you catch these charges before they become a much bigger number, but even with the full list in hand an unexpected invoice can still turn up, and it is important to be prepared for one.

Flat Fee or Percentage?

Any prospective manager in Sacramento will have you ask one thing before you put pen to paper: what kind of arrangement is right for the rent you are putting in your pocket? The choice is between a flat monthly fee or a percentage that fluctuates with your income. Fortunately, this market is accommodating and has options for either. One can find percentages running from 6 to 10 percent. There is also the option of a set rate: $89 a month on a single-family home, $170 for a duplex or $280 for a fourplex. For properties further down the line there is a straight $125 charge.

Although a flat rate is the cheaper line on a higher-rent home, the reality is that not all flat fees were created equal: the same charge either way means the manager has no financial stake in pushing your rent up.

What the 8.6% Cap Does to the Math

When considering the value of a Sacramento manager, a primary factor is the income ceiling from which the fee is drawn. In this instance the cap is set at 8.6% for 2026. That figure is derived from the statewide California CPI-U (5% on top of a 3.6% shift in the index) since there is no metropolitan index for Sacramento put out by the Bureau of Labor Statistics and the city does not fall under one of the four metro CPI areas specified in Civil Code section 1947.12.

Owners use that figure to plan the year, and the city and the state run the same arithmetic on different clocks. Under City Code section 5.156.050 the city’s rate year runs July to June, so its 8.6% took effect on July 1, 2026, one month ahead of the state window that opened on August 1, 2026 and closes on July 31, 2027. Inside the city limits there is also the annual registration on the rental housing registry, the 120 days’ written notice that every no-fault ground requires, and administrative penalties of up to $25,000 for an over-cap increase — all of it work you are paying a manager to get right, and none of it reaching an address out in the unincorporated county.

Keeping the Cost Down

For an owner, time is money. The way to contain that cost is to put the written proposals from Sacramento property management specialists up against one another instead of being swayed by headline rates. Do not expect to get much of a break on the percentage for an individual home; the well established firms are unlikely to budge on their published rate and any give you might find is usually in exchange for turning over a number of properties at once. Then there are the professional management companies. They will handle your records and put you in touch with contractors from their roster who can offer volume pricing. In the end, the savings you see from them over the course of a year will more than make up for a fraction of a point on the fee.
