Bundesen Property Management and Nagy Property Services describe their work but require a property-specific proposal for comparable price lines. That does not establish that either has no charge. It means an owner should keep the terms blank until the proposal provides them.
The published plans do not use one common model. PURE HomeRiver lists 7% of monthly rent, Redwood lists 8% full service and 10% premium management, Utopia lists a typical 8% to 10%, and Ziprent lists a $150 monthly flat price for one property. Leasing and renewal charges can change the first-year cost just as much as the headline price.

Why Petaluma Owners Need the Whole Fee Schedule
A percentage, a flat monthly charge, and a placement commission are not interchangeable. Redwood publishes a $150 marketing fee and different placement charges by plan. PURE publishes 7% management and 35% of first-month rent for leasing and placement. Ziprent separates its $150 monthly plan, $1,500 placement fee, and $250 renewal fee. A quote needs all of those lines before an owner can compare annual cost.
California compliance also needs a documented workflow. For a covered home, Civil Code section 1947.12 limits increases in a 12-month period to 5% plus the applicable cost-of-living change, or 10%, whichever is lower. The statute has exceptions. A manager should identify coverage and the effective date before preparing an increase or termination notice.

The company reports 40,000+ properties and 1,000+ colleagues nationally. The 2026 date below is the company’s national merger announcement, not the Petaluma office opening. The local page does not state a comparable lease-renewal or onboarding amount. Ask whether a quote uses the same fee structure for an occupied takeover, a vacancy, and each future placement before comparing it with a plan that separately publishes a renewal charge.

Rent increases depend on coverage and timing
For a covered rental, Civil Code section 1947.12 limits increases over any 12-month period to 5% plus the applicable change in the cost of living, or 10%, whichever is lower. The statute lists exemptions, including certain newer homes and qualifying separately alienable homes when the required notice is provided. Confirm coverage, the applicable CPI, and the effective date before calculating an increase.
Just cause and no-fault terminations
Civil Code section 1946.2 requires just cause after a covered tenant has continuously and lawfully occupied the home for 12 months, subject to statutory exceptions. For a covered no-fault termination, the owner must provide relocation assistance or waive the final month of rent. The assistance or waiver equals one month of the tenant’s rent, and direct assistance is due within 15 calendar days of service of the notice.
Deposits now require records as well as timing
Civil Code section 1950.5 generally caps security at one month’s rent, with a limited small-landlord exception of up to two months. It requires an itemized statement and return of any remaining security within 21 calendar days after move-out. The statute requires photographs at move-in for tenancies beginning on or after July 1, 2025, and photographs before and after work when a deduction is taken. Keep the records with the lease file.

This market does not support a responsible citywide average. Four managers in this comparison publish an ongoing price. PURE HomeRiver lists 7% of monthly rent; Redwood Residential lists 8% full service and 10% premium management; Utopia lists a typical 8% to 10%; and Ziprent lists $150 per month per property. Bundesen quotes management on collected rent in its rental analysis, while Nagy requires a current proposal for a comparable rate.
The leasing terms are just as important. Redwood lists 35% of one month’s rent for full service and 25% for premium management, plus a $150 marketing fee. PURE HomeRiver lists 35% of first-month rent. Ziprent lists $1,500 placement and $250 per renewal. Bundesen’s owner page says the placement fee is quoted in the rental analysis, not what the amount is. Utopia and Nagy do not give a comparable placement and renewal amount on the cited local pages.
Use the figures to start the conversation, not end it. Give each manager the same address, rent, occupancy, lease end date, and repair history. Then request management, placement, renewal, marketing, inspection, maintenance, reserve, and cancellation terms in one written proposal.

A Few Practical Questions
Ask whether the percentage is charged on rent collected, gross rental income, or another base. A 7% rate and an 8% rate cannot be compared properly until the calculation base and every minimum are clear.
Ask where the maintenance decision is made. Get the non-emergency approval amount, the after-hours process, the vendor policy, and any project-management charge in writing. Those are the terms that matter after the property is already under management.
