Two companies in this comparison have verified published monthly figures: RentalHouse lists unit-count and service tiers, including 2.9% to 6.9% for one- to four-unit properties, and Utopia gives a typical 8% to 10% Glendale range. The other managers need current property-specific quotes. Glendale Property Managers publishes a general article about industry fee ranges, not its own rate card. Some firms publish particular no-extra-charge services, but those do not establish a complete management price or a zero-dollar fee.

RentalHouse prices by both property size and service level. Its one- to four-unit schedule lists Stability at 2.9%, Leverage at 3.9%, Compass at 4.9%, and Freedom at 6.9%. The five- to eight-unit tiers are 1.9%, 2.9%, 3.9%, and 5.9%. Its nine-plus-unit and qualifying portfolio schedule lists 0.9%, 1.9%, 2.9%, and 4.9%. The lowest tier is not the same service as Freedom: inspections and preventive upkeep enter at Leverage, tenant relations and renewals at Compass, and full turnover and leasing at Freedom.
The owner FAQ clarifies that Freedom still collects a half-month leasing fee, then credits it against future management fees. It is not a promise of zero cash due at leasing. Its public owner FAQ lists topics and a free rental analysis but no fee answers. California and Glendale Rules Owners Need to Plan Around
Rent-cap formula
Covered units are subject to a 5% plus applicable CPI formula, capped at 10%, with limits on increase frequency.
Just cause
For covered tenancies, just cause generally applies after the statute's occupancy thresholds are met.
Deposit records
Most deposits are capped at one month of rent and the accounting deadline is 21 calendar days after move-out.

Start with the state rent-cap formula
For residential property covered by Civil Code section 1947.12, the annual ceiling is 5% plus the applicable change in the cost of living, or 10%, whichever is lower. A covered increase may be made in no more than two increments in a 12-month period. The statute contains exemptions, including some newer housing and qualifying separately titled homes with the required notice, so do not use the formula until the property's status is confirmed.
Termination notices need the right reason and record
Civil Code section 1946.2 generally requires just cause after a tenant has continuously and lawfully occupied a covered property for 12 months, subject to the statute's additional-tenant rule. It distinguishes at-fault and no-fault grounds and requires one month of relocation assistance or rent waiver for a qualifying no-fault termination. Exemptions and required lease notices matter here too.
Build the deposit file before move-out
Civil Code section 1950.5 generally caps a security deposit at one month's rent, with a limited two-month allowance for certain small landlords. It requires an itemized statement and the remaining deposit within 21 calendar days after the tenant vacates. The same section requires photographs at move-in for tenancies beginning on or after July 1, 2025, and before and after work charged against the deposit after move-out.

What the Published Fees Show
RentalHouse’s one- to four-unit tiers run from 2.9% to 6.9%, with lower published tiers for larger buildings or qualifying portfolios. Those are different service packages, not a single full-service price. Utopia publishes a typical 8% to 10% range. The other five managers need verified monthly quotes for this comparison. Glendale Property Managers’ public fee article gives generic industry ranges, so it is not used as the company’s price.
RentalHouse collects half a month’s rent for leasing; Freedom credits that payment toward future management fees. Also budget its separate owner reserve: the greater of $1,200 or $300 per unit per property under the published FAQ. That reserve is owner money used for expenses, not an additional management fee. Confirm the package, credit treatment and remaining charges before comparing annual costs. LBPM’s company-wide commercial square footage is likewise not a local rental-unit total or pricing term.
