Ziprent publishes $150 per month, plus $1,500 for tenant placement and $250 for a renewal under its standard plan. California Pacific Realty publishes a 50% first-month-rent placement fee and a 25% lease-only renewal, but not a comparable recurring management rate. Why San Leandro Management Needs a Calendar
San Leandro is between systems right now. California’s Tenant Protection Act remains the current statewide framework for covered rentals: Civil Code section 1947.12 limits increases in a 12-month period to 5% plus the applicable CPI change, or 10%, whichever is lower. The statute has exemptions, so a manager should identify the unit and ownership structure before advising on an increase.
The City has enacted a Residential Rent Stabilization Ordinance, but its requirements do not become binding until January 1, 2027. Chapter 4-46 then limits covered annual increases to the lower of 3% or 65% of the annual CPI change, and the linked rental-registry program has its first annual filing deadline on January 31, 2027. A good manager should distinguish the current state rules from the City program that is about to begin.
Choose a Service Model Before Comparing a Fee
The official company pages describe different operating models. Utopia provides a local San Leandro office and full-service management. Ziprent sells a flat-fee, technology-enabled plan with tenant placement and renewals priced separately. Castle explicitly serves San Leandro as part of its Alameda County coverage and manages residential, multifamily, and commercial assignments. Ask the same practical questions of every company: who visits the property, what happens during an occupied takeover, who handles the January 2027 registration work, and which charges apply beyond the advertised fee. A number without the service scope is not a usable comparison.

The same page does not state a comparable recurring monthly management rate, Full Management renewal amount, onboarding fee, or inspection fee. The headline is not enough to cost a full year, so request those terms and any project-management charges before using the published placement figure in a comparison. San Leandro-specific service needs confirmation.
Its official portfolio page reports more than 350 properties across California, checked September 28, 2026. That is a company-wide property count, not a San Leandro unit count or an independently audited total.

San Leandro’s program is enacted, but not binding yet
San Leandro Municipal Code Chapter 4-46 states that its requirements become binding January 1, 2027. Section 4-46-115 then applies the lower of 3% or 65% of the annual CPI change to covered units. The City’s companion registry program has a first annual filing deadline of January 31, 2027. Read the current municipal code and the property-specific exemptions before planning a 2027 increase.
Just cause and deposits each have their own tests
Civil Code section 1946.2 generally requires just cause after a tenant has continuously and lawfully occupied a covered property for 12 months, subject to its stated exemptions and timing rules. Civil Code section 1950.5 generally limits a deposit to one month’s rent, with a limited small-landlord exception; it also requires an itemized accounting and return of any remainder within 21 calendar days after vacancy, with the documentation and photographs the statute requires.

What the Published Fees Actually Show
This market does not support a responsible percentage average. Utopia publishes a typical 8% to 10% management range. Ziprent publishes a $150 monthly standard plan, while California Pacific Realty publishes a 50% first-month-rent placement fee but not a recurring management figure. Castle and MSB still need comparable management quotes. Advent’s Natomas Chamber listing states 6.5% of monthly gross rent and 55% of one month’s rent for placement; it gives no effective date. The company details above link that source, checked September 30, 2026. Confirm current property-specific terms and service acceptance.
The published numbers also use different service models. Ziprent separates monthly management, placement, and renewal fees. California Pacific Realty publishes a 25% lease-only renewal but no comparable Full Management renewal. Utopia’s public local page gives a typical management range but not the additional fee lines. Send every manager the same property and tenancy facts, then get every charge in a written proposal before deciding which rate is lower.

Then ask for management, placement, renewal, setup, inspection, maintenance, and cancellation terms. A quote that leaves one of those lines open is not ready to compare.

Does this company manage my property type in San Leandro? What do I pay during a vacancy? Does a leasing fee apply to an occupied takeover? Who approves a repair, and at what amount? Who tracks the January 2027 registration requirement? Those answers make a proposal comparable.
