1. Utopia Management
Our Top PickUtopia has managed property since 1994 and operates a Visalia office at 1616 West Mineral King Avenue. Its Visalia page publishes a typical management fee of about 8% to 10% of monthly rent and lists marketing, tenant screening, leasing, collection, maintenance, inspections, accounting, and tenant communication for single-family homes, condos, and multifamily properties.

2. The Equity Group
The Equity Group operates from 420 North Court Street in Visalia. Its Visalia fee FAQ lists $95 flat per single-family home and 6% to 8% of collected income for multifamily and commercial property. The general pricing page instead shows a 6% card, subject to property and portfolio factors, under a Porterville heading. The company calls $95 a monthly fee on its Corcoran page; confirm the billing interval and final rate in a Visalia proposal.
Leasing-only service costs one month of rent. Both the local FAQ and general schedule list $150 per move-in lease agreement and annual renewal. The general schedule adds a $50 inspection fee without stating its frequency. Single-family management is advertised without a management charge during vacancy; that does not waive every other charge. Maintenance includes in-house and affiliated providers, with repair costs paid from collected rent. Ask for the labor rates, vendor charges and approval limit rather than treating maintenance as free.

Start with the statewide rent-increase formula
For a dwelling covered by Civil Code section 1947.12, the limit is 5% plus the applicable change in the cost of living, or 10%, whichever is lower, in a 12-month period. The statute identifies exemptions, including some newer housing and qualifying separately titled homes where the required notice has been given. Confirm coverage before calculating an increase.
Just-cause terminations have a separate test
Civil Code section 1946.2 generally requires just cause after a tenant has continuously and lawfully occupied a covered property for 12 months. It distinguishes at-fault and no-fault causes. For a covered no-fault termination, it requires either relocation assistance or a final-month rent waiver, with notice and timing rules in the statute.
Deposits need a documented close-out
Under Civil Code section 1950.5, most landlords may demand no more than one month's rent as security, while a qualifying small landlord may be able to demand up to two months' rent. The law generally requires an itemized accounting and any remaining security within 21 calendar days after a tenant vacates. It also sets move-in and move-out photograph and supporting-document duties. Keep the photographs, invoices, estimates, notices, and account record with the property file.
The City of Visalia’s Building Safety Division administers permits and inspections for construction, additions, remodels, and related code compliance. A manager can coordinate the work, but a project that needs a permit still needs the right scope, contractor, and inspection record.

Request full placement, renewal, setup, inspection and maintenance terms from each company before comparing annual costs.
Total Property publishes $120/month and $500 leasing, with annual walkthroughs described in its service. RHB advertises no initial fee and includes leasing, renewals, documented turnover inspections and coordination in a monthly percentage model; obtain the rate itself. Bankston specifically advertises owner ACH deposits at no extra charge. These provisions concern different tasks and should not be treated as complete annual totals. A Few Practical Questions
Build a short property file before requesting proposals. Put the home type, current occupancy, lease end date, expected rent, known repairs, HOA obligations, and any pending tenant issue in it. A Visalia manager can then price the actual handoff instead of offering a generic range.
